Farming is complex, but one thing is very straight forward: farmers need land. Yet, access to land is the number one challenge facing young farmers. Agricultural land is currently at record prices, making it especially challenging for new, young, and particularly Black, Indigenous and other people of color (BIPOC) farmers to secure the land they need. Many operations—especially small and mid-sized—also struggle to stay viable, especially in today’s landscape of extreme weather, global disruptions, and unpredictable markets.

Thank you for all that you do to serve your constituents and support a sustainable and secure farm and food system. I am a constituent in your district and I am writing today to encourage you to co-sponsor the Increasing Land Access, Security, and Opportunities Act introduced by Senator Tina Smith (D-MN) and Representatives Nikki Budzinski (D-IL), Zach Nunn (R-IA), and Joe Courtney (D-CT).

Access to land is the number one challenge facing young farmers. Agricultural land is currently at record prices, making it particularly challenging for new, young, and historically underserved farmers to get the land they need. At the same time, our nation’s agricultural landowners are aging, signaling an impending massive transfer of land. This is both an opportunity and a challenge—without strong policies and innovative solutions, this land may be about to leave agriculture forever.

The Farm Service Agency’s new Increasing Land, Capital, and Market Access Program (LCM) is the first of its kind to directly address land access and related challenges facing young, beginning, and BIPOC producers, with services including succession planning, down payment support, business and financial planning, and heirs’ property title resolution.

The Increasing Land Access, Security and Opportunities Act would expand on this program, making it permanent and authorizing funding at $100 million per year for the next five years. Inclusion of this legislation in the next Farm Bill would support equitable opportunities for historically underserved producers to not just farm, but to thrive. This investment into land and market access will generate immense returns for taxpayers—increasing food access, strengthening local supply chains, growing rural economies, and building climate resilience.

I urge you to co-sponsor this legislation, and ensure it makes its way into the Farm Bill. Thank you for your time and consideration of this issue!
